tappets adjusment

I have just put my engine back together after a broken rocker, and adjusted all my tappets to 0.25mm and found that they are more noisy than they were before. Any ideas what i should adjust them to. The noise is really irritating me.

did the adjustment at the eccentric, did it until the feeler gage would pull out with the eccentric holding it in slightly.

to adjust from the rocker and cam do i just do the same method but put the gage in between the cam lobe and rocker, and again using 0.25mm.
should the clearance be done with the gage not being able to be pulled out at all or with a small amount of drag on it?
