Check fuse 17 again.
Do the door mirrors and/or heater fan work?

check the door switch pin, ive had dealings with that before! take the screw out and remove the switch carefully as it may be rotten , also check the main wireing plug in the door apature the wires corrode , this is quite a fiddley job so be carefull when removeing that you dont pull all the wires out of the block connector!

Faulty door pin switch will either make the windows operable all the time, with the resultant current drain flattening the battery if the car is parked for a few days, or just not work with the doors open. It will NOT stop working with the doors shut and the ignition on, which is the problem in this case!
No windows, heater or fan is usually a problem at the starter motor, believe it or not.

Pull out relay K5 in the fusebox, identify pins 30 and 87 of its socket (marked on the relay), and use a piece of wire to link them together.
Do the windows work then?

Should be marked on the lid, but K1 is next to the bolt that holds the fusebox down, K2, K3 and K4 is the black one next to the bulkhead, then K5 under K1 to K8, another black one against the bulkhead.
