Idle issue's , with video

Right,
Engine is an M30 (89) but IMO the way they are set up they are just like a big M20, (management,intake etc...)

So...

It wont idle properly,the revs go up and down in rhythm, it never cuts out and seems to do it whether the engines hot or cold, if i hold it at 1k it stays there with no issues,it doesn't hesitate when revved and pulls as it should.

Checks ive done so far

1, Checked for air leaks all over the intake system using carb cleaner, no leaks.
2, Removed throttle body cleaned reset TPS reset butterfly
3, Cleaned ICV, then tested with a 'known' working one
4, Serviced, oil, filter, plugs, air filter, rotor & dizzy cap were new 18 months ago but were checked anyway and are still good
5, Since the idle issues it is using more fuel so ive replace the blue temp sensor (genuine)
6, Replaced 'all' rubber hoses on the intake system, even the FPR hoses
7, ECU reset
8, Gave it an Italian tune

If i disconnect the ICV and fire it up the idle sits at 500rpm and dont move but if you rev it when the revs drop it almost cuts out then steady's to 500rpm again

If you look at the video again when i rev it when the revs drop it briefly stays at just over 1k before dropping to whereabouts it should

The only thing i haven't checked is the AFM because i dont really know how to.

Thanks, i will check the AFM

What i cant understand is why the idle settles (although lower than normal) when ICV is disconnected?

I thought the revs should be all over the shop with no ICV
