Under dash panel - oblong hole with nothing in it!

Just fitted the under dash bit of trim that's always been missing from my car (Thanks Scott btw - fits a treat!). I've fitted the headlamp adjuster in it's rightful place, but there's an oblong hole next to it that i dont have anything to fit into. Also, i found a small bracket with two connectors on - one white, one black i think, hanging down under the steering column - could this be something to do with it?

Ah-ha! That makes sense. I've never had an OBC in my car, so i'll just tape the whole up i think.

The black and white connectors are, if we're thinking about the same thing, connectors to the engine ECU. Not quite sure what they do, but they tend to have plugs in them on autos and cars with aircon. I know that earthing one particular pin raises the idle speed.
They should be on a clip to the left of the ECU

maybe thats how the A/C cars raise thier idle during operation? a relay type thing that simply earths this connection?
