odd revs but ok idle

once the clutch is depressed the revs shoot up to 2000+ rpm then settle back down, after a while it revs to 1200 rpm and settles to 750rpm ish - is this the icv causing this ?

Do you mean when you are driving along in gear, and then depress the clutch the revs to speed up?
First thought is the ICV, I had the same problem recently after cleaning my ICV, it would only idle at 2000rpm, but would drive ok, as soon as you'd depress the clutch they would return to 2000rpm.
