this is a really silly question. when buying a 40/60mm lowering kit does this mean 40mm front 60mm rear?
what is the best drop in your opinion?
im usure wether to go for 40/40mm , 40/60mm or 60/60mm?

60mm front 40mm rear.
Anything more than that is pretty extreme.
60/40 looks good with 15" wheels but is too low for me.
The car in my sig is on the Eibach Pro springs which give 35mm all round. I can strongly recommend them!
(There's an HnR kit with similar drop which also gets a lot of praise)

"Best" is of course a very subjective thing.. are you after looks or handling?
17" wheels on a 60/40 looks awesome if you're into the slammed look but if you live in the countryside like me you'll probably need new fillings
