The problem with fitting discharge lamps in place of halogen lamps is that the reflector/lens design isn't correct, because of the different characteristics of the two light sources.
A filament source is relatively dim at the ends of the filament and brightest in the middle.
A discharge source is brightest at the ends, and relatively dim in the middle.

There are no legal issues regarding fitting HID's to a car, only cars that have them fitted from the factory require headlamp wash wipe and headlight aim control.
As long as you get them correctly alligned, you should have no problems with the law.
