You should aim for the stepper to stay in a middleish position, say between 100 and 150.
lpg will be rough when cold, I'd avoid myself until properly set up. not heard of any lpg cleaners unlikely TBH.
Exactly what size mixer are you using?
If the car feels a lot down on power it could be running very lean be carefull. With my lpg system the power loss is most notable above 5000rpm.

if you have a laptop (unlike my desktop PC and 20 metre serial cable!) you can get a passenger to watch the display real-time while you go for a drive to make sure the stepper stays roughly where it should be. (agreed, 100 - 150 is about right)
from cold, startup on LPG is likely to be squiffy and though i've never had it yet, the vaporisor can ice up if the coolant is still cold.
