No, that's the clutch fluid reservoir. Fuel filter is under the nearside sill, and, yes, it's a service item.

Have a look under the fusebox, should be attached to the inner wing in the engine bay (passenger side, low down) it's a metal cylinder with pipes in the top/bottom. On mine, anyway.

on my 318 convertible it is located behind a cover just in front of the nearside rear wheel just changed mine not too difficult
