Windows with the door open are on fuse 28, the same as the cigarette lighter, but it's odd that the window cut out operates when you use the lighter. Suggests that the lighter is being back fed from the windows!
Has this gone like this on its own?
Has anyone been messing with the wiring?

its been like this since i bought the car 4 years ago thought it was the lighter socket as the lighter never clicked in.Since i need it now for the tom tom i got a new socket from bmw thinking that would solve it but its still doing it.even if you put in a charger in it of any kind.

have u always had this prob?
both the cig lighter and re-setable fuse for the windows just have spade connections on the back not plugs, so perhaps the windows are on the cig lighter and the cig lighter on the windows???
would that work??
i aint no sparky lol.

Wires on the cig lighter should be brown on the small terminal and red/yellow on the large.
Wires to the window cut out should both be green for the main colour, and the ones I've seen have had seperate small spade connectors.
