ABS help!

My car is 1994 touring with m52 swap. Problem is ABS. It has never worked on this car since I got it! ABS light stays on after ignition and driving.
Not sure where to go next, before I pull out the parts cannon!
I have tested the sensors, driving with all but 1 plugged in, light never went out. I have tested the resistance of the sensors and all are approx 950ohms.
The pump is getting power directly from battery and from the yellow/red wire from ecu.
I carefully opened and inspected the two relays on top of the pump, as far as I can tell they look new with no burns etc
I am beginning to suspect the pump itself, do these fail?
