Heater blowers...
How do you mean not working? no heat or the electric fan not working on the switch?
If it's the switch, is it dead on all 4 power settings?
Engine Fan...
This usually runs all the time as it is driven by the engine through a heat operated clutch, when the clutch is off it will still turn the fan but its really free wheeling, get a rolled up newspaper and try to stop the fan with it. If the fan stops then get the engine right upto temperature and try again, if this time the paper gets shreaded then all is well.
If the paper gets shreaded with the engine cold then the viscus needs replaceing.
If the fan stops with the engine hot then keep an eye on the temperature gauge, mine sometimes gets a tiny bit over half way before the viscus locks so leave your's untill the temp gauge gets half way between 1/2 and 3/4 and try again... If the fan still stops then drive the car above 30 to get the temp back down.. this also means the viscus is shot.
Whatever you do, do NOT use your fingers for this test or anything that will damage the plastic fan.
Edit... Is there any problem with the clutch? or is all well since the cylinders were changed?

the heater blowers dont work at all no air comming in car, also the temperature dosent work....
happened after changing clutch cyclinder, but clutch is fine now.
ive checked all fuses seem fine, looked behind glovebox alot wires everywere..
