#11 fuse for fuel pump keep blowing any suggestions?

I have checked for bad wires and for a while, it stopped blowing the fuel pump fuse. But today the car would not start and the #11 fuse kept going out. After I replaced it the car would not start. Could I have a bad fuel or pump relay?

The car is a 89 325ic.

Typical result of a duff fuel pump jamming up! If you need to keep the car running before you can source a fresh pump, fit a 15A fuse in place of the 7.5A, lift up the rear seat, remove the RH inspection panel, and give the top of the pump a good smack with a hammer HANDLE while cranking the engine.
Keep the cover off, and the hammer handy, as it can jam at any time.
