The BEST set-up...? Do you mean shocks, springs, or both?
Plenty of people would argue that the H&R set is the BEST...
Eibach is pretty good too.
But the best set-up would be coil-overs. Depends on your budget...
How much do you intend on spending...?
Giles.

Well, going from what other people have found, the H&R Cup set takes some beating.
You can mix and match the shocks and springs though, Eibach springs and Bilstein Shocks are a very good combination, as are the adjustable Spax shocks, though the Spax springs are quite hard and result in a rough ride.
Wouldn't go for a cheap set. I made this mistake and bought a 60mm Apex shock and spring kit for my convertible. Cheap... yes. TERRIBLE ride quality though... very choppy.
I made the mistake of buying an FK coilover system for my track car. What a waste of Ԛ£600. Might as well bought a set of PI springs. Wish I'd gone for the H&R set-up now... Oh well, you live and learn.
I'm sure other people on here will join in and advise you as well, but I'm betting 80% of them will recommend the H&R set...

h and r cup kit is prob the best setup for road use and occasional track...
only prob is the 60/40 drop the kit gives... can prove difficult on some big bumps
but ive tried bilstien/koni/eibach in the past and the h&r is far superior it has to be said
or u can do as giles said and get the h and r springs with standard bilstiens.

Don't forget, if budget is a little tight, then Sachs Boge shocks are damn good too, M-Tech specifications as well. With Eibach springs - very good ride quality, drop of about 30-40mm.
As has been mentioned, H&R Cup kit is an excellent choice for a little more than the above set up.
I would also budget for changing the mounts all around, and the 'spring pads' for the rears.

325i Motorsport Edition convertible - gone, but not forgotten.
