Black plastic vs painted bumpers

Are facelift base model black plastic bumpers mechanically different to body coloured, or are they just the same thing unpainted?

Looking at a base model and wondering if I can just get the bumpers painted.

You could get them painted, but you will probably need to smoothen them out by rubbing them down, then plastic primering, then possibly filler-primering and flatting it all smooth, prior to painting and clear-coating them.
