Is there supposed to be a plastic under engine shield on the e30 cabby? or is this a myth?

My '89 cabbie has one (well two now since it fell off under the car and got broken in two) - attaches to the front lip back as far as the oil drain plug and across up in to the wheel arches.

i have an 89 cabby also and have one of these fitted also.
