There are two lives because the one that should be earthed, the brown/white, isn't earthed.
The earth path for this wire is through the rotary dimmer switch that is part of the main lighting switch, but if that had failed, the instrument cluster wouldn't be lit as well.

If only the heater panel and ashtray lights are involved, and the bulbs are good, then there's a break in the brown/white wire between the affected lights and the main lighting switch, but before where it joins the brown/white from the instrument cluster.
Three of these brown/whites join together at the rectangular plug and socket (12 pins or so???) behind the glovebox area (top right) - two join at one pin on the plug, and a third goes to the socket side, so this would be a good place to start.
You can temporarily connect the brown/white to earth at any point as a test, to see if the relevant bulbs light.
