Wobbly seat backs

All Phillips head screws are tight, no brackets are broken but still wobbly?

Which bits are moving? A video would help. I actually found my brackets were broken yesterday and fixed it with a few cable ties

In that case, there,s usually a split in the seat frame elsewhere in my experience.

Each side of the seat has its own locking mechanism, and if the seat back is already twisted, it's possible for them to be out of sync with each other, so that only one side at a time can lock, leaving the other able to move.
Never come across it, but I suppose it's possible for the catch on one side to simply fail.
