Rust to paint

On my arch lips on both my cars there are areas of rust which need to be looked at.
They are not at the stage of cutting out and replacing .
Can you suggest products which will take this from what it is now to ready to paint please.
These all have to be rattle cans and rust convertors before.
I have a source for the top coat and clear coat so that's not a problem.
Im sure you have a favorite brand somewhere.

Personally I would get a grinding stone on a dremmel and get as much rust off as you can. Then some acid etch primer. Some people say fertan but I am not convinced the chemical reaction really works that Well.
