anyone know an insurance company that would cover a car under classic in northern ireland for someone aged 21?

i live in norn ireland.i have classic insurance with aon.tried 2 put my brother aged 24 on the policy but they told me 2 f**k o*f.i hope u have good luck but getting covered but i doubt it.but if u do get cover send me a pm with the details of the broker cause i could get him loads of new customers.
