I want to treat this before I fit the new one. What's the best option? Don't want to go into priming and painting etc. Just something that I can apply that will stop it in its tracks. Garage next to my work said there's a product which you just brush on that turns it back into solid metal, he didn't remember a name though

I've taken the boot seal off because it was split. However before putting a new one on, I noticed the bottom lip where the seal fits has some surface rust.

There are three treatments for rusty steel:
1) Remove all traces of the rust with a wire brush, and paint.
2) Use a chemical (usually phosphoric acid) to convert rust into black iron oxide, which can be washed/wire brushed off, and paint.
3) Use a rust encapsulator which forms a hard coating over the rust.

4) Cut it out and replace with new metal.
