HELP! POWERFLEX BUSHES.

First of all I would like to wish every Zone member.
A HAPPY NEW YEAR.
The winter before last I renewed the back end of the cab and fitted new poly bushes.As in pic,and everything seems ok.

Since then have been working on the B6.But the 2.7 MOT is due,and it needs new bushes, so I thought I'd do the same as the cab and renew the back end.Car is in the garage all jacked up the back end completely stripped,diff painted,new oil seals,had the rear beem powdered coated,everything all going well fitted bushes,but now this is the problem I have,

In the pic the bush is in the beem,the washer on and goes back up into the body work,but in the box,there is a big rubber washer,here is a pic

I am wondering if this is to be fitted on?As there are no instructions in the box.Have not put it all back together,so if these washers are to go on as well it won't take long to fit them.And I will do the same to the cab.
Here is a pic of the rear beem I took off and next to it the one I had powdered coated.The one that is coated was proberly in worse condition than the one I took off so you can see what a good job the guy did of coating it.

So if anyone can help me out I would be very grateful,as I need to get it ready for the MOT.And will be doing the same on the B6 in about 2-3 weeks time.

You do put that on top, I thought it strange when I did mine.
