Pretty sure it means they put some extra fuel in the tank for delivery, so it didn't run out whilst being driven off the ferry/car transporter/around the dealers.

Yeah, its just more fuel in the tank so that the guys loading and unloading the car transporter ships can have some fun doing burn outs and drifting around the decks...
