Without Nitrous Oxide or turbochargers, then you're limited to around 80lb-ft/L, so high rpm is the only way to get high BHP. The limiting factor will be the flow limit of the inlet valves in the head, assuming that throttle bodies are used so there are minimum inlet tract restrictions.

As a rough indication, a decent 2L 16v engine can manage 200-210BHP in sensible tune, and in touring car spec they managed 250BHP.

A useful number is the bmep (brake mean effective presure) which is the engine power per litre divided by the rpm at which that power is made.
ie in silly units it's BHP per litre rpm. Since rpm mutliplied by engine capacity indicated an air flow rate, the bmep is the power per unit air flow. This number is pretty much a constant for normally aspirated engines in the same state of tune.

The touring cars are usually 260bhp to 275bhp.
