Not the end but if it does go through then it will be alot harder

I mean most of the key points seem easy enough to adhere to except the last - the manufacturer isnt going to waste their time writing confirmation letters of 20 year old engines for the dvla - surely the government know that so maybe it will work on a similar system to CO2 emmissions where there is a database of record available that they work off.

* Receipt of purchase from a garage on headed paper confirming engine number, capacity and fuel type

* If your existing engine has been converted, written evidence on headed paper from the garage who carried out the work.

* An inspection report from a body such as the AA, RAC or qualified assessor.

* An separate inspection report for insurance purposes

* Written confirmation from the manufacturer confirming engine number and size

surely this will only affect those who will be telling insurance ect,

wont many be swaping lumps and then keeping it shh??

Thankfully not many people on here are that stupid... it's not going to help sort out the people who are a real issue though!

With regards to the original post, I think you will find this is for cars registered after 2001 when tax started to be calculated from emissions.

That's tame compared to some other european countries. Take CH and F for example, the only way to homologate a swapped engine without playing with import/export to more lenient countries is to follow the official homologation process (like a manufacturer does with a new car) meaning for example crash tests if you modified the structure in any way, CO2 emission tests (5*30mn rolling road) even if the engine isn't tuned, etc...

Oh god there is! TBH, for the state of some cars MOT's should be introduced. Large amount of people, and an equivalent amount of cars (90k+ people, nearly 100k of cars!!!!), and not enough space to open enough places to deal with these MOTs!

Thats why I like my simple E30, want to know as much as I can about it and actually look after my car. Most 5-10 year old cars are sh1tters at best, unless looked after by a car enthusiast.

Annoying thing is, becuase the cars dont have milage like the UK (only a few E30s I've seen have brimmed the 100k) people think they have low milage and are worth more than they are. It can be a joke if your clueless.

If this became true I would still do engine transplants but not tell anyone about it, don’t get me wrong under the current system I would do it all legit and tell the relevant party’s but under this new proposed scheme I would just be a rebel and do it anyways

even if this doesent apply, whats the likely hood of the bobby that pulls you over onpening the bonnet, let alone knowing that an m30 engine dosent belong in there?
and as far as swapping a 320 for a 325 nowone is going to notice!

And if you have an accident, potentially causing serious injury / damage / death / whatever, do you think the insurance company might check? & who'll be liable for the compensation when you're left with no cover? :roll:

very good point,
however how many poeple on the roads are actully insured?

when i was at college 90% of people were on mummys and daddys policy and drove the car every day so wernt insured!
anyone else who was on there own policy hadent declared any mods!

Your missing my point old chap, the way it currently sits if you want a 4.0 E30 you can do it and it be perfectly legal, you do the conversion tell your insurance and tell the DVLA jobs done I’m legal and not a criminal

If there is any truth in this new government purposed scheme they are saying your simply not allowed to do the conversion regardless of whether or not you are insured or tell the DVLA in which case I would be prepared to be a break the rules and be a criminal

hmm if this goes through surely all you have to do is register your self as a "garage" and then write a nice letter to the engine manufacturer and ask for info on the engine? then get the AA to inspect it and thats it.

A quick search on the direct gov web site shows that you just need to comply with one of the above not all of them.

Changes you need to update
You’ll need to tell the Driver and Vehicle Licensing Agency (DVLA) about the following changes to your vehicle:

colour
engine
cylinder capacity
fuel type (propulsion)
replacing or modifying the chassis/monocoque bodyshell
seating capacity
weight of a goods vehicle
Change to engine and cylinder capacity (engine size)

DVLA will need written evidence of any changes to engine number and cylinder capacity (cc). Written evidence can be:

a receipt for the replacement engine
written evidence from the manufacturer
an inspection report provided for insurance purposes
written confirmation on headed paper from a garage if the change in engine size took place before you bought the vehicle

I notified the retards at the dvla about 6 weeks ago , re an engine swap and got a letter through requesting one of the following

* Receipt of purchase from a garage on headed paper confirming engine number, capacity and fuel type

* If your existing engine has been converted, written evidence on headed paper from the garage who carried out the work.

* An inspection report from a body such as the AA, RAC or qualified assessor.

* An separate inspection report for insurance purposes

* Written confirmation from the manufacturer confirming engine number and size


My local mechanic is just gonna write up a letter on headed notepaper stating the engine number,capacity and fuel type as taken from the V5 for the car it came from(which I also happen to own)

The beurocrats in the DVLA could easily have checked the provinence of the engine if they'd be bothered to check there bloming records

My mate has carried out 3 engine swaps recently and he was asked to provide evidence for 2 of them

1st one was a metro turbo engine into a mini(nothing needed)
2nd one was a 3.9L V8 into the Land Rover(evidence required)
3rd one was an M50B25 into his 318 I.S again they wanted proof of serial number,capacity and fuel type.

i got sent the same sort of letter from the dvla about my M50 :( I always thought you only need to prove the engine size and that if the cars tax class changes (like moving from a 1.8 to a 1.3)

This business was about when i did my swap in march and it was 50/50 whether id get a letter back from DVLA asking for the said information

Luckily they sent my log book back with the changes done :D

when i did my M30 swap (3 years ago ish), i just sent off the logbook with the new capacity and engine number. came back in a week all sorted
later (year ago ish?) when i fitted the LPG system, i did the same and one week later, the logbook arrived back with petrol/lpg dual fuel on it.

this new legistlation will just stop people filling in the relevant paperwork, it's bad enough already with uninsured (due to undeclared mods) nobbers on the roads and will be worse before long :x
