Maybe the heater valve, one end of which is an outlet stub, is stuck shut so no heat will go through. Mine is like this and the only solution is to replace the valve.

As you said in your original observations, both pipes are still connected at the bulkhead within the system.

After speaking to the mechanic who carried out this bypass for the previous owner, he said it was done as the metal connector was faulty.

That would explain why there's no heat, but why all the bodged pipework?

The metal connector from the rear of the cylinder head where the bodged heater matrix hose connects has been capped off.

Both hoses are connected into the coolant system as the photos but the bottom hose connect into the system near the radiator.

Right, I think I can see the layout now. Still don't understand How whoever did it imagines the heater is going to work with both hoses connected to the return part of the system.
So, am I correct in thinking that the only part required to get things working is the outlet on the back of the cylinder head? #17 in this: http://2009.bmwfans.info/parts/catalog/ ... nder_head/

Yep, that's the item and I'm hoping reinstating that and a couple of new hoses everything should be fine.
Seems like a lot of trouble to go to rather than just buy a connector, unless there was a problem getting hold of the part originally
