Is there any way to test it? So I can say it's definitely dead

Pull the plug off of the fuel pump and connect a 12 volt bulb to the plug.
Crank the engine and check that the bulb lights. If it does, push the plug back onto the pump and crank the engine again.
If the pump doesn't run then it's dud.
Hit the pump hard and try again. If it runs now, it's still dud.

The weird thing is it smells like petrol but the plugs stay dry? Is there some kind of vent or has a hose split or there something else
