The companies that give NCB for named drivers appear to charge as if the named driver were a main driver. Or close enough anyway.
There's no way of knowing who drives the car, but the "ask the neighbours" technique is apparently commonplace.
This doesn't really work though as my Dad only takes the car twice a week for a commute, so although he does more miles, I make the most journeys as all of mine are around town.
You just have to tread carefully really - being insured under somebody else means you should be intending to only use the car "occasionally", though the official line is that the policyholder must do the most miles.
