I have dealt with both Dan(BM-C) and Barry (BMR) and would not have a problem with either building me an engine. They would be my preference. Best talk to both and see what they say and how long to fit you in. If you are North London probably not much in it distance wise either.
I have not dealt with Mark (E30 Street) much myself, he does have a good reputation, but I see no reason to go that far when the other two are closer anyway and I think he does more bodywork than engines.
IMHO if you are going to build an M20 do it right with 135mm rods and the 85mm Mahle Motorsport pistons (2.9) done by I.E. Barry was talking about building one for his own 325i but I think he has his hands full at the moment.
Getting a bit pricy now the pound has tanked but still the only way to go really.

Depends on what you have now really. If you are asking the question I would say don't do anything you can't undo. You can't easily put back originality. I would not bore a good matching numbers block out to 85mm, Buy another block or engine for that.
If you have knackered B25 that needs a rebore and pistons anyway then it becomes a different question.
IMHO I think a good running 325i is all you need but the 2.9 is the best you can do to look original, drive original just with a bit more power.
