What is the stuff that people use under wheel arches to protect from the elements? I'm not talking about the nasty stuff that you can buy from halfords that's like tar, but the stuff that sets solid and usually has a mottled finish - but it can be painted over in the same colour as the car.

That's the sort of stuff - do you know if that particular stuff can be painted over in the same colour as the car?

No, it's for a pair of subframes for the MG. I'm going to get them blasted, but i'd like something a bit tougher than powdercoat.
The barge will be getting a good spray of waxoil before the winter! Along with everything in a 50 metre radius

BMW under body sealant is a polyurethane sealer. If applied properly it will not lift and trap moisture. Stonechip is the textured finish on the sills and front and rear valences.
I think good quality stonechip works wonders. I just recently got mine done and the stuff underneath was still mint. Really easy to apply and gives a good solid protection.

Waxoil is great - very messy when used with a compressor though. It's a different style of stuff to stonechip though. Do not confuse waxoil with 'black' underbody shutz, shutz is fooking nasty stuff which is used to cover up rusty floorpans/sills/arches etc, basically, if you have bodged a car up this is what you use to hide it 
In answer to your question, Yes stonechip can be painted over. Waxoil certainly cant be painted over!
Tip:
Dont skimp and buy the cheapest stonechip, it doesnt apply well and cracks if it dries too quick which in recent weather is likely.
