Proposed ban of 'older cars'

There was a petition presented to the UK Government recently, expressing concern over some EU proposals for a ban on 'older cars'.
This is their reponse to the petition:
Thank you for taking the time to register your views about classic cars on the Downing Street website.
There is currently no proposal either at EU or domestic level to ban cars over a certain age.
Clearly, vehicle emissions are a concern not just from a local air quality perspective but, increasingly, due to their contribution to climate change. Therefore, the European Commission has proposed setting CO2 targets for car manufacturers, but these would only affect new cars. Also, the targets would be based on averages rather than enforced limits or bans.
There is also no EU or UK policy to provide incentives for scrapping old vehicles. A programme of incentives to phase out the most polluting vehicles was considered as part of the national Air Quality Strategy Review (June 2007). Two scenarios were modelled: the first considered incentives for the scrapping of all cars that were not compliant with the Euro 1 standard, while the second considered Euro 1 standard cars as well as all the pre-Euro cars. This analysis suggested that both scenarios would result in a large net cost to society and represented poor value for money, mainly due to the high cost of useful resources being destroyed (i.e. roadworthy cars being scrapped). This could also involve negative environmental effects, as the petition outlines. As a result, the Air Quality Strategy classified this measure as 'no longer under immediate consideration', which remains true today.
Local authorities are able to develop, implement and manage their own local air quality management schemes, allowing them to focus measures on priorities in their area. The Low Emission Zone (LEZ) operating in London is a prominent example. It currently applies to lorries over 12 tonnes, but will eventually apply to lighter vehicles such as large vans. However, cars, motorcycles and small vans (below 1.205 tonnes in unladen weight) are not affected. For the vehicles that are included, there is an exemption for 'historic vehicles' built before 1st January 1973.

This sort of thing really anoys me.
Surely people who buy new cars every few years are doing more damage to the envoironment than someone keeping thier older car going, simply for the fact that more and more of earths resources are being used to manufacture the new car which will be replaced by another new car and another and so on.
This simply crams more and more cars into circulation, creating more and more scrap.
I know that cars are becoming more recyclable and that car makers cant simply stop manufacturing new cars, thats just daft, but the materials and emissions involved in making new cars must surely outweigh the people who keep thier 'polluting old banger' going?

The energy, eco-impact and waste of building a new car outweighs the inefficiency of an older car's engine by over a 1000%.
As stated, it's a 'gift' to car manufacturers for the ever increasing burdens Governments place on them with emissions restrictions.

The LEZ details are on the tfl website...
Basically as of Feb this year all vehicles over 12t need to conform to Euro III emissions as a minimum.
From July that is extended to all vehicles over 3.5t
From 2010 the scheme is a) extended to all commercial vehicles over 1.25t and b) the standard raised to Euro IV minimum...
Effectively, all vehicles built post 2001 are compliant and some pre 01 are, too....
The main people affected are small traders or individuals with older vehicles Most bigger companies have already disposed of their older vehicles and if you own a large bus or truck you can change the engine for a compliant type.
It is also possible to upgrade the euro rating by 2 grades by retro fitting a clean-up kit...average cost is £4.5K, which means it is viable for large vehicles, but not realistic for a Transit size van...

Anyway, I only use my car on the weekend/evenings so I don't give a shit what they charge. I love the fact that the Chelsea set are all pissed at having to give up their flabby shitboxes. I Cycle to work - on a bike that costs more than BOTH my E30's!
And don't think for a second Boris will reverse any of these insane motorist charges in London.

i read somewhere that a car on average costs 4 times the energy and resourses to build than it ever uses in its lifetime, just another excuse to sell us new disposable shite wagons masked as environmental protection
lets face it a place like malta where people have been running around in and maintaining 50 year old morris minors etc is far more good for the environment than our throwaway culture

Ah well you see, it does. But the only solution I've ever heard them produce was increased taxation on plane tickets. This of course is their kneejerk policy reaction to everything but the airlines won't wear it. If the taxes go up at Heathrow, the airlines will just move to Schipol or Frankfurt or wherever. So, the taxes never get introduced and won't be until the politicians complete their little plan of a federal europe and they can impose their taxes across the whole uberstate. When this happens it'll be a flat rate of X euros per flight meaning that the cheap airlines get put out of business and the original meaning of "Jet-set" comes back into effect.

There is cameras checking vehicles so this wont make a difference where the vehicle is registered.
