You would benefit from having the wheels sand blasted back to metal, the only way most 'coaters' will apply your chosen finish. Once cleaned and re-coated, just take care, who then re-fits the tyres, valves, and balance weights.

Cleaning paint off may be more user friendly with a simple paint stripper - just keep it away from the rubber bits.

Just to mention, powder coating would at least replicate the original finish and durability as most wheel manufacturers use this process. That has to be the best statement of fact... it's what you take the polish off with that can really make the difference. Whether Meguiars or Turtle Wax, using a micro fibre cloth really takes the effort and work out of most surfaces, even on black.

As many of the past threads, and tech topics will confirm, watch out for the lowered position of the selector arm when fitting your new 'lever'.
As found with the Z3 'lever', you may have to bend the selector arm to clear the prop.

As well as Philips - check out Osram 'Silverstar' (German made):
