not on BMW ones, they have an inner 'core' that's isolated from the outer 'rim'. i'm not sure whether it's on rubber or springs as i've not actually seen one. i believe it's rubber, similar to the front pully/damper here's a video that shows how a VW one works and the principles are the same http:/...

I believe the dual mass flywheel is to save destroying the transmission (or at least make it last) by limiting the torque the engine can transmit through the gearbox.
