I have checked for bad wires and for a while, it stopped blowing the fuel pump fuse. But today the car would not start and the #11 fuse kept going out. After I replaced it the car would not start. Could I have a bad fuel or pump relay?

The car is a 89 325ic.

my 89 325ic won't start. I checked for gas and the car is not getting any gas. I changed the relay both the main and the fuel pump relay and still no gas to the engine.
