Nice Tech 1's are already virtually non existent so why are they not worth more now?

IMO the demand for Tech2 stuff is due to the wow factor that happened when the Tech2 sport was first released, a very different looking E30. It was that successful they even planted the ghastly spoilers onto the back of poor old chromies to try and shoe them out the showrooms
Its still happening today, a Tech2 kitted E30 in general sells for more than a standard bodied car purely for the way it looks and because of this it is appreciated more by ignorant buyers regardless of how good or bad it is, a sport is the cream of the crop in this department, hence the bumped up price tag and the birmingham spec bodgery/bullshit/V5 frauds
Until you educate the masses (good luck with that) a proper Tech 1 will never be appreciated by the Tech2 kit crew bruvs that are paying top whack for their scrap

You'll never educate the masses and you've hit various nails on the head there. In my eyes the Tech 2 Sports were created by BMW to appeal to the mass market. It was the beginning or premium car manufacturers choosing style over substance. Essentially both Tech 1 and Tech 2 Sports are the same car underneath, they're both great cars...but that wasn't enough in the late 80s and early 90s. There needed to be more of a mass appeal. *It was no longer ok to make an amazing product you could sell exclusively purely for the sake of making something truly special.
Tech 2's were, in my opinion, designed, as you've rightly stated, to sell more Sports for BMW. They had a mass appeal and they have retained that mass appeal.
A car can become a classic for any number of reasons there are those who would claim the MINI, the 2CV, the Beetle, the Golf GTi, the Audi Quattro, the E30 M3, the Lotus Carlton, the Sapphire Cosworth (and the list could go on forever) are all classics but I'd imagine the reason for them being so would differ from person to person.
Tech 2's appeal to the masses today as they did back in the late 80s/early 90s and as a result they sell for more money.
