E28 heater blower motor question

Hi, the heater fan was on and off intermittently, I did get to the motor through the hood area by taking plastic covers off. When the fan on on any speed it would not start blowing, but after I physically turn the fan with my hand it would start working and it does work fine on all speeds till I switch it off and then it would not start again. Any suggestions what might cause it? Is that sign of failing blower or resistor? it's E28 1984, but I think E30's have similar heating system. Any help would be appreciated.
