There's unlikely to be a torque setting as its a bush, tight with a 1/2" ratchet will be fine.

A 1/2" ratchet is for speed tightening a fastener to a point close to its final torque or for removing it after its been 'cracked off'. Anyone else working under my supervision that I catch using a ratchet for anything else is likely to get the appropriate tool that they should be using across the back of their knuckles!
In the absence of a torque setting and torque wrench, close to the correct torque for most fasteners will be achieved by using a conventional combination spanner and pulling on the end of it with a comfortable force with your fingers. (NOT as hard as you can pull.)
