Low for what? The limit for the car will be 3.5% so it will be low for that comparison.

CATS do SWEET FA then going by that result

the car is probably pre '91 so cat is not a mot requirement. the limit with a cat is much lower i think

If it's a M5x engine in an E30, it doesn't matter what age either the engine or car are. This specification doesn't appear in "the book", so it's tested at the older limits.

4.5% CO 1200ppm HC for pre 08/'86 E30s
3.5% CO 1200ppm HC for E30s from 09/86 to 07/'92
0.3% CO (0.2% fast idle) 200ppm HC for E30s from 08/'92 unless they have an engine from an earlier car, have an engine of indeterminate age (one without an engine number), have an engine that was never fitted to an E30 by BMW, or run on LPG, although LPG cars have been known to meet the stricter regs without a cat., even though they do not need to.

So, my 94 touring with m52 doesn't need cats - correct?

the car is still classed pre-cat so no need for a cat

Correct. Only needs a cat. if it was fitted with a M40 or M20 engine that was built after 07/'92. Don't know about the M42 engine - E30s were built with it, but not E30 tourings.
