cover rubbing

The blue car is the high days and holidays one, so that is kept (at the moment in the open) with a cover on it, one bought from Halfords - a Spinelli - which was the best they had. It appears to have what might be called a paintwork sensitive lining. Because the car if often taken out at weekends the cover (with elasticated bottoms) is just put over the car but not tied down (which might reduce movement).
Up to recently the weather has been calm, but then we have had a spate of high winds which has caused the cover to move around resulting in very light rub marks on the body work. However, having washed the car yesterday, these appeared to have come out, but the situation does concern me. I wondered whether to put another cover on top so that that would be the one which largely moved with the wind.
Any comments or suggestions would be much appreciated
