Painting over Powder Coating

I have a set of wheels that have been powder coated grey. I want them silver, am I able to paint over the powder coating or do I need to strip the wheels back first?
You would benefit from having the wheels sand blasted back to metal, the only way most 'coaters' will apply your chosen finish. Once cleaned and re-coated, just take care, who then re-fits the tyres, valves, and balance weights.
