reasons and legalities of removing bumpers?

Putting this in Styling as figured this is the best place to put it, please move it if its not.
Basically seen a cleanish cheap e30 on ebay butthe bumpers have been removed?? has been MOT'd but cant imagine why they have done it? Is it legal?
If I bought it obviously I would put bumpers back on it

it's legal as long as there are no sharp protrusions or bits hanging off. as for why? i have no idea.

Yeah it is legal as far as i know and conditions attached to it.
