I'd go with the relay first...

check the fuse, then the relay 1st.
pumps are very robust and dont normally fail without warning.
easy test, lift the rear seat base out, then check for power @ the fuel pump with the engine cranking.
use a test lamp/bulb for best results

M40/42 under a plastic cover @ base of screen on passenger side( engine bay)
M20 is passenger inner wing
FP relay is 4 pin, DME has 5

Second time in five minutes I've typed this!
When you find the orange fuel pump relay, pull it out, and use a short piece of wire to link together pins 30 and 87 of its base. This will (should) make the fuel pump run continuously, and enable you to check it out.
Remember where the relay came out from, as there's usualy a spare, unused socket nearby.

Next to the ECU (DME) relay.
Unlikely that a faulty relay could blow the pump fuse, but not totaly impossible.

The relays relevant to this discussion are NOT in the fusebox!!
They are under a plastic cover right beside the air filter/AFM, on the LH inner wing.

Pump should have around 12 volts across it when it's running. If you're only getting 7, then either it's drawing a LOT of current, or there's resistance somewhere in its supply.
Fuel pump relay is just an ordinary 4 terminal one. Same as the orange relays in the fusebox.
