I own a 318 is which had been standing a while before i bought it. the fuel lines have been replaced as they were dried out and cracked and some of the water pipes have been leaking, should i get all the pipes replaced, how much effort/money will it take?

if you are talking about the rubber water hoses, simple to replace, juse undo jubilee clips, take it off, find the one that matches and do the opposite! (oh i assume you would let the water out the rad first!)
May be a good time to upgrade to silicon hoses if you are replacing them all.

Worth replacing the various vacuum hoses around and under the inlet manifold as well.

Are the vacuum hoses prone to cracking then? my engine doesnt run quite as sweet as when i bought it. and it has been sat out of the car in a green house for the summer.

Can do - there are a few 'plain' pipes which join via plastic unions. The raw ends of the pipes tend to split.
