Means they've had hard little balls of metal (shot) blasted at them to hammer out imperfections in the surface (peen).

Should make them more resistant to fatigue I believe :)

yes it compresses the surface making the metal denser and removes any minute imperfections that might entually open up as a crack or potentially fatal flaws

As cracks in metal normally propogate from minute surface imperfections and cracks, this proccess shuld make your crank a lot less likely to snap/crack.

All balanced up too is it? Seems likely if the last owner went to the trouble of having it shot peened.

Nice one.

Shot peening also increases the surface hardness of the metal without hardening the component all the way through and running the risk of making it brittle.
