temperature goes up and then fan start

Hello,
Does is it normal that extra fan start while car idle for 30 minutes and more and after the fan on for a while temperature goes down and then while temperature goes up fan start again it repeat again and again.
Or healthy car (visco, waterpump, etc) should not start the extra fan? I mean extra fan should not start because temperature always below the 92 degree.
Need advice please

I'm still worried because this is occurs after I change my waterpump skf with cheap no brand, should I replace again my waterpump with other skf brand?
Also I found some info at Web said like this.
The fan clutch: Generally with a fan clutch problem you should notice overheating at idle and not so much during highway driving. This is because the main job of the fan clutch is to activate during idle in order to help cool the radiator while there is no airflow from driving.
IMPORTANT NOTE: never blame the auxiliary fan (electric fan). With a properly functioning system you should not even need the auxiliary fan.

Fan clutch is only about 10000 kilometers.

If on idle the clutch fan is rubish at cooling your system because it is spining at slow speed that is why you have an auxiliary fan which does what it suposed to

The way to check is to disconnect the auxiliary fan, and keep a close eye on the temperature gauge.

So it is not waterpump? But my clutch fan that.is weak?

Viscous clutch relies on hot air coming from the centre of the radiator to lock it up. Things like a partial blockage in the middle radiator cores, damage to the fins, and a missing/damaged fan shroud can all affect this.
