Brake pedal travel

I have a 1990 Touring with a poor brake pedal on it, there is no air in the system and the brakes are fine.
The pedal just seems to move at least half way through its travel with just the resistance of the spring before it has any effect.
Am I correct in assuming this is because the linkage just needs adjusted so that it starts to operate the master cylinder early.
I know someone will be able to answer my question so thanks in anticipation
