no power but the battery is new

firstly this car was working fine before the snow came (its been parked on my drive) but now there is no power to the locks or ignition. The weird thing is sometimes the central locking works then the ignition turns on but when you try to start it just cuts the power again. There is approx 13v at both sides of the battery cable and the engine bay fuse box has power to some of the lower row fuses. Any thoughts on this? The car is a 1985 320i with a 1jzgte and worked fine prior to parking it up.
