When you say up and down, does the needle move slowly or does it jump/flick to each position?

If it's jumping, then it is probably due to the brass nut on the rear of the gauge being loose or missing.

Pop the cluster out and tighten that one and the fuel one.

I don't think you have to tighten it up to the max, as the needles won't move, but I maybe wrong, someone will correct me shortly

if the needle is flickering fast then the issue is not water temp try checking the temp sendor which is located close to the thermostat and next to the diagnostic socket (sorry have not seen a four pot engine for a while), you will see a brown plug and a blue plug, you want to remove the wire to the brown plug, the wires SHOULD be brown/purple. when you remove this wire (engine warm but not running and ignition on) what does the temp guage do? (it should drop to fully cold) then use a piece of wire to connect the plug to the engine or a ground (now it shoudl rise to fuly hot) if this happens then try cleaning the contacts and tightening the electical clip,

if this does nto solve then please answer or try the following:

1.Do you have a thermostat in the engine?
2. Are you are using coolant and water, not just tap water?
3. is the car loosing any water (dont worry is the bottle looses water as long as it drops to a certain level and stays there so there is always water in the expansion bottle)
4. run your car for five minutes on a normal drive FROM COLD, explain EXACTLY what the temp guage does from when you start and it is on the blue, then after one minute driving where is it? after two, three, four, and five minutes where does it sit on the scale?
5. now after your five minute run the car is hot, stop the engine and feel the radiator from insude the engine bay, is it warm/hot everywhere and from the top to the bottom...careful use thin gloves as it will be hot!!!

1.Do you have a thermostat in the engine? (YES)
2. Are you are using coolant and water, not just tap water? (tap water)
3. is the car loosing any water (dont worry is the bottle looses water as long as it drops to a certain level and stays there so there is always water in the expansion bottle)
(IT IS NOT loosing any water )
