icv/throttle body cleaning help

recently removed intake boot to clean throttle body and noticed the icv was bit black in side! do i just spray throttle body with carb cleaner and wipe carefully or do i spray whilst engine running through air box?can i give the icv a spray with cleaner or do i clean another way?just have little annoying thing where car takes a while to start after short journey or when hot not all the time tho it perfect in mornings plugs/starter/coil/leads/dizz cap/rotor all fine and clean...

Pull it off, clean it out with carb cleaner, or some kind of solvent.
