Does this happen just at that rev range in a particuar gear, or all gears?

I have read a few posts like this and they usually end up being fuel pressure regulator

Make sure the throttle position switch is correctly adjusted, but if this is OK, the basic cause is a weak mixture. This can be for many reasons, including air leaks, worn bores/rings, AFM, injectors, fuel pressure regulator, etc.

My kangarooing at minimal throttle openings - like crawling along in motorway jams - turned out to be caused by the Blue Temp Sensor.

A good cheap place to start and, if it doesn't fix the problem, at least you'll have a spare sensor.

Right at the top of the engine at the front, on the water outlet elbow.

mine is like your but after adjusted the TPS and replace a few times with different afm then I can crawl with 1200 rpm with 2 or 3rd gear
